[ARCHIVED] Resynergi Facility Information

Resynergi has operated a Research and Development Facility in SOMO Village in Rohnert Park since 2017.   In February 2024, Resynergi applied to the Planning Division to expand its operation and relocate to a larger, 60,000-square-foot warehouse at 1200 Valley House Drive (previously used by TriMas Packaging/Innovative Molding. TriMas involved polypropylene pellet storage and plastic molding and operated a plastic injection molding manufacturing facility at the site).  

Resynergi’s proposed operation plans to use microwave energy technology to convert waste plastic into usable products. This type of “light industrial” use is legally permitted in SOMO Village with an Administrative Use Permit.

City Review, Permitting Process, and Conditions Imposed by the City on Resynergi

The City processed an Administrative Use Permit application in 2024 for Resynergi’s proposed expansion.  City staff conducted a comprehensive review of Resynergi’s application, involving third-party fire safety consultants, environmental experts, and City planning, building, fire, and engineering staff, to ensure full compliance with all applicable codes and regulations.

 

On December 18, 2024, the City issued an Administrative Use Permit, authorizing Resynergi to initiate commercial operations only after satisfying all required Conditions of Approval from the City. 

These conditions include:

  • Obtaining additional permits such as building and fire permits
  • Securing approvals from other regulatory agencies, including the Bay Area Air Quality Management District (see below)
  • Implementing essential safety measures, including an emergency response plan, notification systems, and a hazardous materials management plan

The Resynergi facility is not permitted to operate until all conditions are fully met. Furthermore, failure to comply with these Conditions of Approval may lead to revocation of the Administrative Use Permit. 

 

Bay Area Air Quality Management District Permit is Required for Resynergi to Operate

Among the many requirements imposed by City staff on Resynergi, the company must obtain a BAAQMD permit.  BAAQMD is currently taking public comments on the permit requested by the company and will accept public comments until August 18, 2025.   

After considering public comments, BAAQMD will complete its evaluation of the permit application.  If BAAQMD determines that the project is expected to comply with all applicable BAAQMD, state, and federal air quality-related regulations, BAAQMD will issue the permit.  Within 30 days after the issuance of a permit, any person who submitted a comment, may file an appeal.

  • Research and Development use includes small-scale plastic processing (under 50 lbs monthly), equipment assembly including welding, research with drawing and drafting, and administrative office functions 

 

  • Resynergi Commercial Operation at 1200 Valley House Drive 
  • February 1, 2024: Application submitted for an expanded commercial facility 
  • Throughout 2024: The project underwent multiple reviews involving third-party fire safety consultants, environmental experts, and City planning, building, fire, and engineering staff 
  • December 18, 2024: Administrative Use Permit granted; operation is not permitted until all Conditions of Approval are met 
  • Ongoing through 2025: Continued coordination with the City and Fire Marshal to ensure full compliance with all permit conditions, including obtaining a permit from the Bay Area Air Quality Management District (BAAQMD) 
  • July 18, 2025: BAAQMD issued a public notice to residents and businesses within 1,000 feet of the proposed facility, initiating a 30-day public comment period for community input on the project
