Dear Parents and Guardians,
I am writing to once again clarify the rules regarding electric scooters and bicycle safety in California.
Under California law, a juvenile must possess a valid driver’s learning permit issued by the California Department of Motor Vehicles in order to legally operate an electric scooter. A juvenile must be at least 15½ years old to obtain this permit.
It is evident that many juveniles riding electric scooters in the City of Rohnert Park do not meet this requirement and are therefore subject to citation. When a juvenile receives a citation for violations involving electric scooters, bicycle helmets, or general bicycle safety, they are required to appear in Juvenile Traffic Court. Court is held at:

Appearance in Juvenile Traffic Court is mandatory. A parent or guardian must be present, and court begins promptly at 1:00 p.m.
Over the past two years, information regarding electric scooter regulations, bicycle helmet requirements, and bicycle safety laws has been shared through the Cotati-Rohnert Park School District, the Rohnert Park Department of Public Safety social media platforms, City of Rohnert Park social media, and Instagram.
As we prepare to increase enforcement of these violations, we want to ensure that all parents and guardians are fully informed. If your child receives a citation, they will be required to appear in court on the assigned date and time. The Department of Public Safety will not be offering diversion options for these violations.
Our goal is to keep all children safe. We ask for your partnership in ensuring that your children comply with electric scooter laws, wear appropriate safety equipment, and follow all bicycle safety regulations.
